Badging Policy on Clearance Extensions and Transfers

 

Los Alamos National Laboratory (LANL) can only issue you a DOE Standard Badge if it is the primary holder of your clearance. If you come to LANL with an active clearance held by another site, it can be very confusing understanding what having your clearance extended to LANL means, versus having your clearance transferred to LANL. These two situations are very different, and result in different badging outcomes, as explained below.

Clearance Extension

The Badge Office will not issue a DOE Standard Badge to an individual whose clearance has been granted on behalf of a DOE site other than LANL. Individuals may have their clearance extended" from another site to LANL when on an official visit that involves providing services to or working, temporarily on behalf of LANL. A clearance extension is often processed as the first step in transferring a clearance (see below).

By definition, another organization actually "holds" the clearance that is extended to LANL. If you are coming to this Laboratory with a clearance held by another organization that has been "extended" to LANL you cannot be issued a DOE Standard badge by LANL. If you have a valid DOE Standard badge from the site that holds your clearance, it is valid for use at LANL. If not, the only option is to issue you a site-specific Official Visitor badge authorizing classified access, provided the responsible Group has followed the appropriate procedures for incoming classified visits.

IMPORTANT: When a clearance is extended to LANL, there is NO requirement to take the DOE-mandated Comprehensive Security Briefing at LANL.

Clearance Transfer

When a clearance is "transferred" from another DOE site to LANL, then LANL becomes the primary holder of the clearance. In such cases, the Badge Office can issue a DOE Standard Badge to the individual in question, provided the responsible Group has properly submitted Laboratory Form 917, DOE Standard Badge Request, the individual has taken the DOE-mandated Comprehensive Security Briefing, and the EIS personnel record has been updated to indicate the individual is no longer a visitor but a Laboratory worker.
