Enrollment into S-3 Database Controlled
Limited Security Areas
|
INTRODUCTION
Access into certain limited security areas is controlled by an S-3
(Security Systems Group) access system that, in addition to reading all
the data furnished to the BRASS system to determine access authorization,
checks that the individual has been authorized to go into the specific
building, area. etc. The host organization determines who is authorized
and coordinates with S-3, who then enters the Z number of each authorized
individual into the S-3 database. The Z number is a local (LANL only)
identification number and is created through the Laboratory's Employee
Information System (EIS).
Some cleared visitors to LANL come from other DOE sites and possess a
valid DOE Standard badge issued by those sites. DOE requires that all
DOE sites accept any valid DOE Standard badge for use at their site. These
badges can be enrolled for use in accessing LANL limited security areas
maintained by S-3 badge readers or hand readers. Normally, such visitors
do not have a LANL Z number. If they are approved for unescorted access
into an S-3 database controlled area, they must first have a Z number
that can be entered into the database. At the time of badge enrollment,
the LANL Badge Office must be able to provide the assigned Z number as
part of the enrollment data sent to S-3. Visitors who possess a DOE Standard
badge but not a LANL Z number may, once their badge is enrolled, pass
freely through many of the access points based on their security clearance
and access granted by the DOE. These visitors will not, however, be able
to access any S-3 database controlled limited security area. If the controlling
organization wishes to authorize access to its database-controlled limited
security area, the procedure below must be followed.
PROCEDURE FOR VISITOR ENROLLMENT
The steps below must be followed in order. |

The LANL system custodian responsible for the area maintained
by an S-3 database controlled system must authorize the visitor to
have unescorted badge access. |
|
2.

Once the visitor has been approved for access and the
visitor does not have a Z Number, the visitor's hosting organization
must request that a Z number be assigned by completing and submitting
Lab Form 1782
Request to Create or Update an EIS Record (formerly Z Number
Assignment Request). If not submitted electronically, it should
be sent to the Badge Office. |

The LANL custodian must submit a signed request to
S-3 by fax or mail, including the name, Z number, badge serial number
if applicable, and the location of the area to be accessed, so the
visitor can be granted access by S-3 updating the authorized access
list. |

4.

The hosting organization should obtain for the visitor
his/her Z number and explain that, when having the badge enrolled
at the Badge Office, the visitor must provide his or her Z number,
as it must be included in the enrollment data. |

|
|
Custodians/hosts should advise the visitors that a
Z number is required in order to have access to database controlled
limited security areas. |

|
Some visitors may have been previously assigned a Z
number (a Z number is a permanent, lifetime-assigned number). In this
case, it is only necessary to determine what the Z number is. |

|
The custodian must make the request via a signed request
fax to S-3 who then enters the visitor's information into the S-3
data base prior to the visitor having unescorted access to the S-3
database controlled limited security area. |
