SPECIAL ANNOUNCEMENT
LABORATORY SECURITY CONCERN: How it affects
visitors
General Points:
- Applies to U.S.
citizens
- Individuals with an uncleared DOE Standard badge issued by another
DOE site may use their badge in Laboratory non-security areas and do
not need a LANL site-specific uncleared U.S. visitor badge
- Review eligibility requirements and characteristics of LANL-issued
site-specific uncleared
U.S. visitor badge
- For many types of visits by U.S. citizens, a badge is NOT
required - review those characteristics
to determine whether processing a visit request (see procedural steps
below) is necessary
- When a badge is not required (see previous bullet) the hosting organization
may nevertheless exercise the option to request one
- The host of an uncleared U.S. visitor may be any current Laboratory
worker (including an uncleared foreign national) - the host cannot be
another visitor
- Maximum visit period for a single request is one year
Procedural Steps:
- Preferred lead time for the procedure outlined below is two
(2) work days prior to the visit's start date
- Hosting organization submits Lab Form
1782 Request to Create or Update an EIS Record (formerly
Z Number Assignment Request) if the visitor does not have an
EIS (Employee Information System) record; if an EIS record already exists,
but is missing any mandatory data (SSN, DOB, citizenship, employer)
or data is not correct, the correct data should be provided to the Badge
Office as soon as possible, since the visit cannot be processed until
a complete, current EIS record exists;
- Hosting organization completes and submits to the Badge Office Lab
Form 1735 (U.S.
Visitor Badge Request) - it is essential to complete the form and
submit it to the Badge Office promptly so that the visitor(s) are not
unnecessarily inconvenienced after arrival. The visitor's host,
and only the host, must sign the form, since by this signature
the host takes responsibility for the visitor from the start to the
end of the visit. Note: A foreign national LANL assignee is
permitted to host an uncleared U.S. citizen visitor.
- If all necessary information and signatures have been provided, the
Badge Office will be ready to badge the visitor upon arrival, or will
have the badge ready, if a picture is not required. Note: If
a digital picture of the visitor can be provided prior to the visit,
a picture badge can be prepared in advance.
