Requesting Sigmas 1-13 for Visitors Holding a DOE Q Clearance

Below are several sets of "visitor characteristics" for individuals holding a DOE Q clearance. For each set there is a corresponding summary of the procedures that need to be followed for a visitor who has those characteristics so that the visitor is properly approved for one or more Sigmas in the range of Sigma 1 to Sigma 13.

Visitor Characteristics : Procedure:
  • LANL Q-cleared host approves visitor's Sigma access based strictly on need-to-know
  • NOTE: The Badge Office's Control of Classified Visits Program is not involved in this type of visit, nor does it verify or determine the Sigma authorization the visitor has been granted by his/her organization. The host alone makes the need-to-know determination.
  • 5-day lead time recommended
  • LANL Q-cleared host completes and submits to the Badge Office Lab Form 1735 - on the form Sigmas desired must be indicated
  • Badge Office issues cleared US visitor badge with Sigmas host has requested indicated on the reverse side of badge
  • Badge Office forwards initialed Lab Form 1735 to host indicating Sigmas appearing on badge
  • 5-day lead time recommended
  • Visitor's site security officer sends properly completed DOE Form 5631.20 to LANL Control of Classified Visits Program for Sigmas 1-10, and to the DOE/HQ/NNSA Office of Nuclear Safeguards and Security Programs (NA-55) for Sigmas 11-13 (see Guidelines for details on completing and submitting this form)
  • (DOE/HQ determines and approves Sigmas 11-13 access based on stated "purpose" of visit)
  • LANL Q-cleared host completes and submits to the Badge Office Lab Form 1735 - purpose is to indicate which Sigmas between 1 - 13 are desired (but not to request a visitor badge, unless visitor has only a site-specific badge or fails to bring the DOE Standard badge)
  • Badge Office notifies host of Sigmas that have been approved using initialed Lab Form 1735
  • 5-day lead time recommended
  • Visitor's site security officer sends properly completed DOE Form 5631.20 to the DOE/HQ/NNSA Office of Nuclear Safeguards and Security Programs (NA-55) (see Guidelines for details on completing and submitting this form)
  • DOE/HQ determines and approves Sigma access based on stated "purpose" of visit
  • LANL Q-cleared host completes and submits to the Badge Office Lab Form 1735 - purpose is to indicate which Sigmas between 1 - 13 are desired (but not to request a visitor badge, unless visitor has only a site-specific badge or fails to bring the DOE Standard badge)
  • Badge Office notifies host of DOE/HQ approval using initialed Lab Form 1735
  • LANL Q-cleared host approves visitor's Sigma access in compliance with DOE Manual 472.1-1, Chapter VI, that access to classified information must conform to the specific basis for granting the foreign national a DOE Q clearance, and also there must be a "need-to-know"
  • NOTE: The Badge Office's Control of Classified Visits Program is only involved in this type of visit if the visitor does not have or bring a DOE Standard badge. The Badge Office does not verify or determine the Sigma authorization the visitor has been granted by his/her organization. The host must be familiar with the basis of the foreign national's clearance.
  • Visitor may not be given Sigma access, in compliance with DOE Manual 472.1-1, Chapter VI, because access to classified information must conform to the specific basis for granting the foreign national a DOE Q clearance - a foreign national working at a non-Weapons Complex Facility is presumed to be doing non-weapons work
