WHO QUALIFIES:

  • U.S. citizens
  • All "worker" categories (i.e., those paid by or working on behalf of the Laboratory) including:
    • University of California (UC) employees
    • Students in an officially recognized student program (GRA, UGS)
    • Laboratory Associates
    • Individuals in special programs such as, but not limited to, Affiliates, Consultants, Guest Scientists, provided their appointment is for at least 10 days in any one calendar year
    • DOE Federal employees and subcontractors employed by the Office of Los Alamos Site Operations (DOE/OLASO), formerly the Los Alamos Area Office
      NOTE: LANL does not issue a DOE Standard badge to employees or subcontractors of any other DOE component except those at DOE/OLASO, or to employees of DOE's other contractor-operated sites, including such persons located in LANL work areas.
    • Employees working for a Laboratory subcontractor:
      • Subcontractor company must be under a current FOCI (Foreign Ownership, Control, Influence)-approved contract in order to obtain a clearance badge
      • FOCI-approval of contract not required for a badge without a clearance
  • For a clearance badge, LANL must hold the personnel security file (i.e., the clearance)

IMPORTANT BADGE CHARACTERISTICS:

  • Badgeholder cannot simultaneously possess more than one DOE standard badge
  • Badges are color-coded for clearance level:
    • Blue = Q
    • Yellow = L
    • Gray = Uncleared
  • Clearance level is shown by a letter (Q, L) - uncleared badges do not show any level
  • A small "C" under the clearance level area indicates the person is a contractor to the Federal Government - this includes all Laboratory workers and subcontractors
  • Unique five-digit serial number preceded by a two-letter site code prefix
    • First prefix letter,C, indicates a DOE site that is under the jurisdiction of the DOE Albuquerque Operations Office
    • Second prefix letter is interpreted as follows:
      • R = Los Alamos National Laboratory (O was used on the "old" or green DOE Standard badge)
      • N = DOE Office of Los Alamos Site Operations (formerly the Los Alamos Area Office)

        NOTE: All DOE facilities issuing badges have a site code (two-letter prefix that identifies the badgeholder's facility)
  • Always includes a picture of the individual
  • Clearance badge cannot be issued to a person who has never previously taken LANL's DOE-required Comprehensive Security Briefing
  • Z number appears on the badge
  • Expiration date appears on the badge if individual is working under a date-limited agreement with LANL, for example:
    • UC limited-term employees
      EXCEPTION: Those in Laboratory student programs
    • Associates, Affiliates, Consultants, Guest Scientists, etc.,
    • All Laboratory subcontractors (except PTLA and JCNNM) - the expiration date will be either the subcontractor company's contract end date or the individual's employment termination date, whichever comes first
  • Certain special indicators (e.g., Z, 1) may appear on the badge if authorized (see image of Q-clearance badge)
  • Reverse side of badge displays:
    • Magnetic stripe for encoded access
    • Standard "if lost, return to ..." statement
    • Barcode of the Z number
    • Barcode of the badge serial number
    • SSN can be printed on the reverse side of the badge, but only at the written request of the badgeholder (a manager cannot make the request) using Laboratory Form 917
  • Renewal badge can be issued within 30 days of expiration of current badge, provided all appropriate requirements have been met
  • Facility-specific access requirements over and above simple possession of a LANL-issued DOE Standard badge may be set by the organization having jurisdiction for a particular Laboratory Technical Area and/or Building
  • Badge is accepted throughout the DOE complex (but with site-specific restrictions possible)
  • Badge Office can store the badge of an individual going onto casual status or during intermittent periods when not doing work at/for the Laboratory
  • As government property, the badge must be returned when no longer needed - a badge that is not accounted for will result in denial of any future badging services
