CHECKLIST:
Receiving your LANL-issued DOE Standard Clearance Badge
|
PLEASE READ CAREFULLY !!
Congratulations! Now that you have your clearance at LANL, you
are ready to receive your DOE
Standard Badge, provided the following are satisfied when you come
to the LANL Badge Office. For additional questions, contact the
Badge Office, badge@lanl.gov or (505)
667-6901.
- ACTIVE PERSONNEL RECORD. You must be currently
employed, as verified in the Laboratory's Employee Information System
(EIS). This applies to all worker categories (UC, affiliate, subcontractor,
vendor, etc.).
It is possible to have an active clearance prior to being in
employment status or having a current contract or agreement with the
Laboratory. However, you cannot be badged until
your personnel record is in "active" status - that is, it
can be verified that you work directly or indirectly for the Laboratory.
- CORRECT PERSONNEL INFORMATION. All mandatory data (data
of birth, citizenship, Social Security Number) must be current, correct,
and complete in your EIS record.
You will need to have corrected any errors or discrepancies (including
your name) prior to being badged. If you need assistance regarding
your EIS record, contact your Divisions
HR Generalist or your subcontractor employer administrative office,
as appropriate.

- CLEARANCE STATUS. Your clearance must be validated in
the badging system as active.
At the time you come to the Badge Office, your clearance will
be verified as being active prior to issuance of a clearance badge.
You may have been given advance notice that your clearance will be or
has been granted - it is only when the Badging System, linked to the
Clearance System, confirms this that you can receive a clearance badge.
- FOCI REQUIREMENTS.
If you are a subcontractor, vendor, or "external" employee
your direct employer must have a FOCI-approved contract with the Laboratory
at the same clearance level as the clearance you have been granted or
you cannot receive a badge at the level you have been cleared to.
If your employer does not have an active FOCI-approved contract, you
cannot receive a clearance badge at all.
You can only receive a clearance badge if the contract you are working
under is FOCI
(Foreign Ownership, Control or Influence) approved -- this is a DOE
requirement.

- BADGE REQUEST FORM ON FILE. A properly completed
and signed Laboratory Form
917 (DOE Standard Badge Request) must have been submitted
by your organization or brought by you to the Badge Office.
You must come to the Badge Office within 30 days of the form
being submitted or a more current form will have to be re-submitted.
You must also be badged within 30 days of being notified that your clearance
was granted or you will need a waiver from the S-6 Clearance
Processing Team.
- INFORMATION ON THE BADGE REQUEST FORM. All personnel
and security data about you on Laboratory Form 917 must be complete
and in agreement with what is in
your EIS record and the Clearance System. The badgeholder may not
make hand-written changes or corrections to the form once at the Badge
Office.
- SIGNATURE ON THE BADGE REQUEST. Form 917 must be signed
by an authorized manager, as verified in the Laboratory's Signature
Authority System (SAS). Managers may delegate the necessary
authority to others in their organization, either temporarily (when
"Acting") or permanently.

- SECURITY TRAINING PLAN. If you are being granted a clearance
for the first time at LANL, are having a clearance transferred to LANL
from another DOE site, or having a clearance re-instated, a Security
Education Training Plan (Training Plan 729) must be established or re-activated
for you in the Laboratory's Employee Development System (EDS).
The Training Plan is not set-up until the day after your clearance
is granted. You cannot receive a badge until 1) an active Training
Plan exists in EDS, and then 2) you have fulfilled the necessary security
awareness requirements (see next item).
- SECURITY AWARENESS REQUIREMENTS. You must fulfill
DOEs security awareness requirements and the Badging System must
be able to verify this.
If this is the first time you have been issued a DOE clearance
at Los Alamos National Laboratory you must attend the Comprehensive
Security Briefing, given every Tuesday and Thursday at 1:30 p.m.
in the Badge Office (no reservation required) before you can be issued
a badge. DO NOT take the briefing until your Security Training Plan
729 has been established (see previous bullet). If your LANL clearance
has been re-instated you only need to have taken the Laboratory's annual
security refresher within 12 months. If you need to make special
arrangements for a briefing, contact the S-2 Security
Training Coordinator, 665-7844, in advance.

- CITIZENSHIP. You must be prepared to state
your citizenship when asked at the time of badging.
Only
citizens of the U.S. are eligible to receive a DOE Standard Badge.
- VALID PHOTO IDENTIFICATION. You must come to the Badge
Office with valid photo ID.
Several forms of photo identification
are accepted, including a current U.S. drivers license, current
U.S. passport, uncleared DOE Standard badge.
