WHO QUALIFIES
- Foreign nationals
- Laboratory employees ("assignees") and official visitors
- Does not hold a DOE or other U.S. Government clearance or a U.S. recognized
clearance from another country
IMPORTANT BADGE CHARACTERISTICS
- Expiration date = period of assignment or visit but not to exceed
1 year
- Visit or Assignment must be approved by the Foreign
Visits and Assignments (FV&A) program
- All relevant information must have been entered into the Enterprise
Information Architecture's (EIA's) Uncleared Foreign Nationals system
by FV&A prior to the arrival of the individual using
Laboratory Form 982
- Badge shows country of citizenship
- If a visitor, badge shows individual's organizational affiliation
- Badge includes individual's photograph
- Badge serial number begins FN (= Foreign National)
- Individuals with this badge may only be escorted
into a security area if prior approval has been obtained from DOE/AL
and then DOE/HQ concurs [process takes a minimum of 8 weeks]
- Z number appears on the badge
- Reverse side of badge displays:
- Magnetic stripe (if badge is encoded)
- Standard "If lost, return to ..." statement
- Barcode of Z number
- Barcode of badge serial number
- Badge is not issued until individual has first read, signed, and submitted
an Uncleared Foreign National Responsibilities form to the Badge
Office - this takes place at the time of badging
- Renewal badge can only be issued on the first day after the expiration
of the expired badge - if the badge expiration date falls on a weekend,
renewal badge can be issued the first work day after expiration
- Site specific: use limited to LANL
- Use limited only to those Technical Areas and Buildings on the Approved
Exemption List that have been specifically indicated by the uncleared
foreign national's sponsor
- The Badge Office will store the badge for those periods when the employee
is not doing work at/for the Laboratory or the visitor is not at the
Laboratory - badge must be stored whenever the uncleared
foreign national goes outside the United States; the badge is inactivated
when being stored
- As government property, the badge must be returned
when no longer needed - a badge that is not accounted for will result
in denial of any future badging services until the badge is accounted
for.
